Michael Mueller, Franklin County Judge Executive and Mayor Layne Wilkerson have proclaimed October 4th, 2026 as "Ten-4-Day" in Frankfort and Franklin County.
It is important that we work together as a community to help keep our Children safe from abuse and neglect. Unfortunately, Kentucky has a higher rate of substantiated child victims of abuse under age one than the national rate.
Additionally, kids under age 4 are at a higher risk of serious physical injury or death as a result of child abuse. Therefore, research from pediatricians has led to a tool called the TEN-4-FACESp Bruising Rule to help identify bruising in areas that are cause for concern on children younger than 4 years of age.
