National Foster Alliance brings Pet adoption opportunities to Fort Buchanan
FORT BUCHANAN, Puerto Rico — National Foster Alliance volunteers connected with military families, service members and civilian employees Aug. 29-30 at Fort Buchanan, the Army’s home in the Caribbean, during a two-day outreach event promoting pet adoption, foster care and responsible animal welfare while addressing Puerto Rico’s widespread stray and abandoned animal problem.
The event highlighted Fort Buchanan’s connection to the broader Puerto Rico community. Stray and abandoned dogs remain a concern across the island, and the outreach gave members of the Fort Buchanan community an opportunity to support adoption, fostering and responsible pet ownership.
The event also marked the beginning of a partnership National Foster Alliance hopes to continue with Fort Buchanan, according to Shirley Prado, the organization’s foster program coordinator.
“The experience was very positive,” Prado said. “The questions, the genuine interest, the support, the interactions … truly surprised us.”
Throughout the event, volunteers introduced community members to National Foster Alliance programs, explained adoption and fostering processes and answered questions about caring for rescued animals.
The organization also brought adoptable pets to the installation as part of Telemundo’s Clear the Shelters 2026 campaign, allowing community members to meet animals searching for permanent homes.
The outreach produced an immediate result when one dog found a new home after the adopter completed the organization’s required application and interview process.
The event also generated interest in fostering. A couple applied to become foster caregivers and later welcomed a dog into their home while it completed veterinary care.
National Foster Alliance’s foster program provides temporary homes for rescued animals, pets recovering from veterinary treatment and animals awaiting adoption. Foster families provide safe environments while animals prepare for permanent placement.
Prado said the Fort Buchanan community’s diversity and willingness to participate demonstrated the partnership’s potential.
“Everyone at the military installation showed a level of openness and warmth that truly surprised us,” Prado said. “They wanted to learn more, collaborate, and participate in future activities. For us, it was confirmation that this type of collaboration has a huge impact.”
National Foster Alliance is scheduled to return to Fort Buchanan Nov. 14-15 for another outreach event featuring adoptable pets, informational activities and its “Cada Mascota Cuenta,” or “Every Pet Counts,” campaign.
The campaign teaches children compassion, responsibility and respect for animals while helping families understand the commitment involved in caring for a pet.
The upcoming event will provide another opportunity for the Fort Buchanan military community to learn about fostering, meet adoptable animals and support efforts to place rescued pets in safe, permanent homes.
The continuing partnership reflects Fort Buchanan’s role in the Puerto Rico community by giving Soldiers, families and civilian employees opportunities to support organizations addressing challenges across the island. Fort Buchanan supports approximately 15,000 military personnel, including active-duty Soldiers, Army Reserve, Puerto Rico National Guard, Marine Corps Reserve and Navy Reserve members. The installation’s mission is to enable readiness and facilitate the deployment of forces anytime, anywhere.
